He was predeceased by: his son Windell Carlisle; his son-in-law Chris Fomby; and his siblings, Owen G. Carlisle, Jr., Iris Ballard (Art) and Doris Segrest (James).
He is survived by: his daughter Wendy Fomby; his grandchildren, Josh Fomby, Cody Carlisle, Brandon Fomby (Loren), Audrey Moran (Jordan) and Sarah Foley (Zach); his great grandchildren, Sadie, Kylee Moran, Mary Hanlyn "Billy Goat" Fomby, Mavie, Maggie Fomby and Waylon Wayne Foley; his brother Cordell Carlisle (Becky); and his pet Sista. He is also survived by several nieces and nephews.
