She was predeceased by: her father Jack Dean. She is survived by: her mother Cathy Estill (Lambert) of Ojai, California; her son Kaleb Long of Homer; her close friend Ray Bellamy of Homer; her siblings, Melissa Blumenthal of Brentwood, California, Matthew Estill of San Francisco, California and Priscilla Estill of Homer; and her aunts, Priscilla Brennan of Ojai, Anna Flanigan of Homer and Annie Lambert of Anchor Point. She is also survived by nieces and nephews.

Due to Covid -19 considerations, the memorial service will be private, however donations in Phoebe's name may be given to the American Cancer Society or St. John the Baptist Catholic Church (255 Ohlson Ln. Homer, AK 99603).
