He was predeceased by: his parents, Dr. R. Brian and Pierrette Higgins (Duval). He is survived by: his wife Tracey Thomas; his children, Laura Frey (Jason) of Edmonton, Caitlin Higgins (Tony Johnson) of St. Paul, MN and Patrick Higgins (Alisha Beson) of Edmonton; his stepson Thomas Nelson (Adele) of Quebec City; his grandsons, Benjamin and Henry Frey; his stepgrandchildren, Louis-Philippe, Frederic and Dimitri LaPointe; his siblings, David Higgins (Christina) of Quispamsis, Brian Higgins (Fiona) of Saint John, Susan Sinstadt (Michael) of Nanaimo and Peter Higgins (Gisele) of Grand Bay; and the mother of his children Mary Rose Higgins of Edmonton. He is also survived by several nieces and nephews.
