He was predeceased by: his mother Elaine Higgins; and his grandparents, Jabez, Beatrice Higgins, Ernest and Mary Pierman.
He is survived by: his father Dave Higgins (Anne).
Memorial donations to Diabetes Canada (a disease Billy struggled with for many years), or to the Sault Ste. Marie Humane Society (in honour of Billy's deep love of pets) would be greatly appreciated by the family.
