He was predeceased by: his parents, Russell C. Balmer and Loreen; and his brother Willliam Balmer. He is survived by: his girlfriend Judy Gillies; his sister Marie Houle (late Yves); his nieces, Julie Houle (Carol Belanger) and Tiffany Houle (Frederic Bergeron); his nephew Jeremy Houle (Marilyn Bellemare); and his great-nieces and great-nephews, Loïc, Maé and Anaé.

Donations to the Canadian Cancer Society or the SPCA in Russell's memory are greatly appreciated.
