He was predeceased by: his parents, Edward Tugwell and Emma Tugwell; his siblings, Charlie, Harold, Richard, Ken, Lorrain, Alice, Gladys and Nellie; his mother-in-law Mary O'Hagan; and his brother-in-law Patrick.

He is survived by: his wife Margaret Tugwell (Marg); his children, Karen, Gord Sisson, Norma, Peter Maher, Marni, Harold Van Aaken, Billy Tugwell, Wayne and Joy Tugwell; his grandchildren, Rosemary, Matthew (Me-Linh), Kelly, David (Aimee), Amanda (Taylor), Jessica (Steve), Adrienne, Dawson, Amber, Krystal (Scott) and Ashley; his great grandchildren, Noelle, Scott, Rachael, Emberleigh, Caden, Grayson, Fraser, Sullivan and Marlowe; and his pet Tia. He is also survived by his extended family and friends.
