He was predeceased by: his parents, Harry Blackburn and Madeline Blackburn; his wife Elizabeth "Betty" Blackburn; his siblings, Dale Blackburn (Carolyn), Randy Blackburn and Glen "Blackie" Blackburn (Dorothy); and his siblings-in-law, Marlene Somerset, Leonard Goudreau and Robert Edwards (late Bud).

He is survived by: his sons, Rob Blackburn (Elizabeth) and Grant Blackburn (Ruth); his grandchildren, Jake (Emily), Leigh, Jarrod and Derek (Erica); his great grandchildren, Zoe, Mary Lou and Mckenna; his siblings, Sherry Greene (late Richard), Joan Kranenburg (Harry), Don Blackburn (late Charlotte) and Larry Blackburn (Helen); and his siblings-in-law, Donna Jean Goudreau, Tim Jakubec (Maureen) and Nelson Somerset. He is also survived by many nieces, nephews & extended family.

In memory of Bill, donations may be made to the Canadian Diabetes Association or charity of choice.
