He was predeceased by: his parents, Hubert Neil and Gladys Neil (Billard); and his siblings, Margaret Frampton (James), Corella Strickland (Ernie), Vera Lawrence (Joe), Leah Harvey (Cornelius), Eric Neil (Lila), Earl Neil and Loretta Billard.
He is survived by: his wife Eileen Neil (Frampton); his children, David (Judy), Melvin, Kevin (Dawn) and Charlene; his grandchildren, Amber (Corey), Shannon (Jason), Joshua (Meg), Erika (Mitch), Jaime (Khris), Jaclynn and Patrick; his great grandchildren, Camia, Wesley, Evelyn and Evan; and his brother-in-law George Billard. He is also survived by many nieces and nephews.
