He was predeceased by: his parents, Joseph Phelan and Helen Phelan; his son Ian Phelan; and his brothers, Claude, Leslie and Patrick.
He is survived by: his wife Isabel (MacLean); his daughter Sara Phelan of Riverview, NB; his grandchildren, Lily and Ty Waters-Peach; and his sister Betty Edwards (Ken) of Hammonds Plains. He is also survived by many nieces and nephews.
There will be no memorial service in light of the pandemic restrictions.
Memorial donations may be made to a charity of one's choice.
