He was predeceased by: his parents, Willis Carter and Elizabeth Carter; and his siblings, Wilf, Ken, Elvina and Edna.

He is survived by: his wife Patricia Carter; his children, Dan Carter (Tammy) of Gander, Michelle Davis (Albert) of Gander, Darren Carter (Tanya) of Ottawa, Peggy Doody (Alan) of St. Johns and Pam Collins (Andrew) of Gander; his grandchildren, Abigail, Benjamin, Claire, Patrick, Sarah, Aaron, Alex, Yasmin, Stephanie and Hughie; and his siblings, Sid, Herb Carter (Pat) of Nova Scotia, Eric Carter of Gambo, Jean James (Dave) of Gander, Judy Oldford (Albert) of Clarenville and Maggie Speed of Alberta. He is also survived by nieces, nephews, other relatives and friends.

As expressions of sympathy, in lieu of flowers donations in Chesley's memory may be made to Fraser Road United Church.
