He was predeceased by: his parents, Solomon Billard and Susanna Billard; his son Michael Billard; his great grandchild Lyla Rose; his siblings, Ivan, John, George, Caroline Billard and Louise Keeping; his siblings-in-law, George Hatcher, Lorne Samms and Florence Billard; and his parents-in-law, Clifford and Mary Samms.

He is survived by: his wife Maggie Billard; his son Clifford Billard (Glenda) of Halifax, NS; his grandchildren, Morgan Simms (Daniel), Michael and Charlotte Billard; his siblings, Wilson (Norma) of Isle, Earl (Pauline) of Isle, Jerry (Neita) of Isle, Vivian of Isle, Miriam (George) of Isle, Christopher of Isle, Darryl (Amanda) of Isle, Stacey Port (John) of Burnt Islands, NL, Margaret (Blandford) of Burnt Islands, NL and Clyde (Valenia) of Burnt Islands, NL; and his siblings-in-law, Beatrice Lawrence (William), Lorna Leamon (Ronald), Tina Savoury (Kerry) of Isle, Eileen Skinner (Burkley) of Halifax, NS, Wanda Samms of Fort St, Jeanette Billard of Margaree, NL, Elizabeth Lomond (Paul) of Port, Henry Keeping of Burnt Islands, NL and Rocky Samms of Halifax, NS. He is also survived by nieces, nephews, extended family and friends.
