He was predeceased by: his parents, Charles Powell and Margaret Powell; his brother Bruce Powell; and his grandparents, Maude Mann (Mackay) and Frank Mann.

He is survived by: his wife Shirley Powell; his son Justin Powell; his sisters, Louise Hughes (Frank) and Eileen Cedroff (John); his sisters-in-law, Wanda Penney June Ross (Mel) and Kim Ross (Doug); and his nieces and nephews, Amanda Betts, Jason Pen, Amanda Ross, Joe Ross, James Ross, Ray Ross, Frank Hughes Jr., Brenda Stewart and Tara Carleton.
