He was predeceased by: his daughter Brenda Hagan; and his brother Nathaniel Hagan. He is survived by: his parents, Garrett Hagan and Sarah Jennettie Dockery Hagan; his wife Mary Ray Hagan; his children, Phillip Hagan, Jr. (Mary), Joann Hagan (Bob), Gary Hagan (Trula), Jeanette Trull (Harley) and Heather Lynn Hagan; and his sister Mary. He is also survived by several nieces, nephew, cousins and friends.
