Skaggs (Norene) of Kenova, WV, Jerry Skaggs (Birdie) of Nashville, TN and Bill Skaggs (Dianna) of Kenova, WV.; her grandchildren, Kristen Riley (Mike) of Kenova, Jerry Allen (Melissa) of Kenova, Joey (Crystal) of Kenova, Whitney of Kenova, William of Kenova and Caitlin of Kenova; her great grandchildren, Marissa (Dustin), Christopher, Ava, Charlotte, Jayden and Jayce; her great great grandchild Opal; her siblings, Danny Carter of Dayton, OH and Betty Carter of Huntington, WV.; her caregivers, Elizabeth Baker and Debbie Blair; her husband Rev. James C. Skaggs; and her siblings, Jesse Carter, Malcolm Carter, June, Imogene, Lucille, Henrietta and Beatrice. She is also survived by many extended family members and friends.
