He was predeceased by: his parents, Kenneth E. Howell and Anna Belle Howell (Bolen); his former wife Patsy Howell (Straight); his brother Kenneth R. Howell; and his stepchildren, Stephen Michael Melko, III and Christine Ann "Chris" Melko Weiler.

He is survived by: his wife Jo Ann Melko Howell (Settle); his children, Douglas Howell (Roxanne) of Avella, PA and Rebecca Harris (Rob) of New Cumberland, WV; his son-in-law Eric Weiler of Follansbee, WV; his sisters, Gala Buchanan and Dotty OBerg; his grandchildren, Chris Rose (Sarah), Michael Rose, Douglas Howell, II, Breanna Hawkingberry (Bob), Brittany Harris, Syd and Johanna Weiler; and his great grandchildren, Alayna, Mason and Hudson. He is also survived by several nieces and nephews.

Due to the Covid-19 pandemic a memorial service is being planned for a later date.
