He is survived by: his wife Annette Phelps; his sons, Adam Phelps (Allyssa), Allen Phelps (Ashley), Joshua Smallwood (Gita), Christopher Smallwood and Tom Smallwood; his brothers, Robert G. Smallwood Jr., Gary Smallwood and Tom Smallwood; and his grandchildren, Katie, Everett, Kendall and Brendan.
