He was predeceased by: his parents, Charlie Kell and Dolly Kell; his daughter Judith Kell Sebastian; his siblings, Isaac Kell, Jim Kell, Walt Kell, Bessie Neal, Patsy Wagner and Ella Mae Smith; and his sisters-in-law, Elsie Gillespie, Lucille Maloyed, Mildred Maiden and Grace Borders.
He is survived by: his wife Bessie Kell; his children, Sandy Kell, Barbara Osborne (Sam) and Tony Kell; his grandchildren, Melissa Kell, Tony Kell Jr., Samantha Powers (Shane) and Bill Rutledge (Mollie); and his great grandchildren, Connor Johnson, Finley Powers, Brooks Rutledge and Colt Powers. He is also survived by several nieces and nephews.
