He was predeceased by: his parents, Laura Howard (Jones) and Roy Howard; his sister Carol Sue; and his mother-in-law Kathryn Yates. He is survived by: his wife Melody Howard (Yates); his children, Perry Joe Howard (Jenni) of Chincoteague Island, VA, Cheron of Chincoteague Island, VA, Lippert (Andy) of Chincoteague Island, VA and Tyler Howard of Leadville Colorado; his grandchildren, Tayler, Madison, Lucas, Caitlyn, Cayleigh, Caymen and Joseph; his siblings, Roy Howard (Deana), Susie McGee (Nelson), Ricky Howard Sr. (Ann), Gary Howard, Kathy Lewis (Everett), Toni Schwieder (Chuck), Billie Rae Whealton (Jimmy) and Timmy Howard; his father-in-law Richard Yates; and his pets, Daisy and Gryffin. He is also survived by great-grandchildren.
