It is with great sadness that we announce the death of Winston Charles Phelps of Webster, Texas, born in Radford, Virginia, who passed away on August 15, 2021, at the age of 30, leaving to mourn family and friends. Family and friends are welcome to leave their condolences on this memorial page and share them with the family.
He is survived by: his stepfather Tom Smith of Falls Church; his father Daniel Phelps of League City, Texas; his sister Carolyn Hailey Phelps of Arlington; his grandparents, Dave and Carolyn Phelps of Oakland, MI; and his uncles, Pete Phelps (Lynne) of Rochester Hills, MI and Tom Phelps (Edie) of Ypsilanti, MI. He is also survived by cousins and extended family.
The family requests that everyone please wear a mask and follow COVID safety protocol.
