He was loved and cherished by many people including: his former wife Mona Lee Ruoff (Hohman); his daughter Kim Ruoff Lyon Hallinan; his former wife Anna Allen Ruoff (Meyn); his daughters, Lees V. Ruoff, Jamie L. Strong (Ruoff) and Claire S. Karaz (Ruoff); his sons-in-law, J. Howard Strong and Suleyman Karaz; his grandchildren, Dale E. Strong, Jaena D. Coit (Andrew R. Coit), Tess R. Hallinan and Tayga A. Karaz; his parents, Clara M. Ruoff (Hader) and Edward G. Ruoff; his wife Mona Lee Hohman; and his daughters, Pakistan, Le Havre, France, Saigon, Vietnam, Vientiane, Laos, Ankara, Bamako and Mali.
In February, 2020, Jay's daughters, Lees and Jamie, moved him to Houston, Texas where he could be closer to them and family and they could visit often, luckily just prior to the pandemic closing down everything.
