He was loved and cherished by many people including: his parents, Arthur Biggs and Marie Biggs; his wife Mary "Geana" Perry of Lake Jackson; his son Jeffrey Biggs of Pasadena; his siblings, James Biggs of West Columbia, William Biggs Sr. of Lake Jackson, Linda Biggs Paulk of Angleton and Cecile Biggs Mock of Richmond, VA; his son Chuck Biggs, Jr. of Cypress; his grandchildren, Jenny Biggs-Wymore of Magnolia and Michael Biggs; his great grandchildren, Austin, Jacob and Isaac; and also Jim Gideon of Pasadena.
His final role at NASA was as the Vice President of the Manned Space Flight Education Foundation, responsible for the design, development, and construction of Space Center Houston.
