“My most sincere sympathy and condolences to the Ramsey family. Joyce was a unique and special caring person that I had the privilege of having as a Brownsville neighbor for around 20 years. She was at her best on Halloween nights when she would stirred a smoking cauldron of her "witches brew" for the neighborhood kids after scaring them silly with a hideous laugh.
