He was predeceased by: his parents, Allen A. Penney and Annie Foye Fitz; his wife Fonda Penney; and his brother Doyce Penney. He is survived by: his children, Steven L. Penney of Palestine, Norma Foley of Cypress and Pam Bottorff of Godley; and his grandchildren, Jason Penney (Jamie), Nathan Penney (Courtney), Cami Bledsoe (Brennen), Chris Shandera (Amy), Shawn Shandera (Velma), Stephanie Rowell (Danny), Paul Jones (Kelly) and Penney Brewer (Timothy). He is also survived by nineteen great grandchildren and numerous nieces and nephews.
