He was predeceased by: his parents, Thomas Delbert Westmoreland, Sr. and Marguerite Beatrice Moore Westmoreland; and his brother Donald Wayne Westmoreland. He is survived by: his wife Martha Beard Westmoreland of Jasper; his children, Anne Laura Westmoreland (Frederking) of Jasper and Kyle Thomas Westmoreland (Laurel Anne) of Conroe, Texas; his brother Robert L. Westmoreland (Sharyn) of Burleson, Texas; and his grandsons, Charles Christian Frederking (Nikole) of Wheaton, Illinois, Alexander Clifton Frederking of Warrenville, Illinois and Thomas Mitchell Frederking (Lynn Gill) of Syracuse.
