He was predeceased by: his parents, Clyde Cecil Carter and Mary Merle Peterson Carter; his wife Sandra Carter; his son Robert Carter; his stepson Kevin Haugh; and his brother Don Carter.

He is survived by: his stepson Tim Haugh (J. J.) of Tyler; his sister Mattie Couch of Decatur; and his grandsons, Kevin and Matt.
