She was predeceased by: her parents, Joel Owen and Nixie Kenney Owen; and her sister Violet Owen Tucker. She is survived by: her spouse Jo Jo Carter; her children, Claire and Mark Carter; her granddaughter Heather Carter; her great grandchild Hannah Carter; her nephews, Billy Owen Tucker of Oak Ridge and Robert Tucker of Baileyton; and her close friend Geneva Brotherton.
