He was predeceased by: his parents, Floyd Stanley Phillips and Flora Elizabeth Vinson Phillips; and his son Joe Earl Phillips, Jr. (Letha Mae Childers). He is survived by: his daughter Mary Kay Connally of Rock Hill; and his sister Myra Rosemary Shaver of Rock Hill. He is also survived by four grandchildren and eleven great-grandchildren.
