He was predeceased by: his parents, C. W. Carter, Sr. and Margaret S. Carter; and his siblings, Clifton W. Carter and Ruth C. Harley. He is survived by: his sister Sandra C. Elkins (Ted); his daughter Elaine C. Tant (Paul) of Bamberg, SC; his grandchild Andi Moore; his great grandchildren, Eston Moore (Kathy) and Clayton Moore; and his great great grandchild Olivia Moore. He is also survived by nieces and nephews.
