He was predeceased by: his parents, Herbert John Richards and Verna Kennedy Richards; and his stepmother Theresa Richards. He is survived by: his wife Ruth Starr Richards; his children, Tracie Penman (Mark) of Oakhill, VA and Scott Richards (Sharon) of Natrona Heights; his grandchildren, April, Craig, James Penman, Natalie Richards and Rob Slagle (Heather); and his great grandchildren, Ethan and Logan.
