He was predeceased by: his parents, Rochell Edward Carter Sr. and Dorothy Brown Carter Brickus; and his brothers, Thomas Purnell and Stephen Carter. He is survived by: his wife Elaine Jeannette Mayo Carter; his children, Charles Lee Jr., James Lee Sr. (Cheryl), Rochell Carter III, Jonathan Carter Sr. and Tonya Carter; and his siblings, Tyrone Carter (Sandra), Bonnie Seabron (Lavert) and Kimberly Purnell. He is also survived by 16 grandkids and 18 great grandkids.
