He was predeceased by: his adoptive parents, Russell Leroy and Alva Mae Conger (Lunsford); and his birth parents, William Henry and Evelyn Irene Carter Sr. (Pollitt). He is survived by: his siblings, Debbie Carter (Randy Lotz), Krystal Dawn Pertuset of Peebles, OH, Ricky Eugene Carter of Wilmington, OH, David Earl Conger of Wilmington, OH and Deanna Sue Brooks; and his caregiver Michelle Medley. He is also survived by nieces & nephews.
