He was loved and cherished by many people including: his parents, Erma Phipps (Workman) and Wayne Phipps; his wife Terri Turner Phipps; his children, Scotty Phipps and Mallory Smith (Ryan) of Wheelersburg; his siblings, Russ Phipps, Brian Phipps, Shawn Phipps, Sherry Cox (Webster) and Rhonda Rose (Mike); his grandchildren, Caryold Smith, Claire Phipps, Maeve Smith, Coryden Smith, Brynnan Phipps, Evelyn Smith, Mileva Smith and Johnny Ray McKenzie; his friend Brandon Grant; and his brother Shane Phipps.
