He was predeceased by: his parents, Ralph Blackburn and Erma Jean "Jo" Blackburn (Palmer). He is survived by: his wife Ruth Ann Blackburn (Birney); his daughter Nicole Williams (Gino); his sister Jennifer Webber (Rob); his grandchildren, Nicco, Gia and Naudia; his cousin Mark Blackburn (Cindy); his niece Ashley; and his nephew Blake (Jasmyn).
In lieu of flowers the family requests memorials may be made to Richmond United Methodist Church.
