He was predeceased by: his father Carl Otis Bias; and his brother Carl O. Bias II. He is survived by: his son Patrick Bias of Portsmouth; and his siblings, Cleve Bias of Portsmouth, Carol L. Spriggs of South Shore, Cheryl L. Hulbert (Keith) of Tennessee and Sally Bias.

In lieu of flowers the family has asked donations be made to SOMC HOSPICE and Sierra's Havens.
