He was predeceased by: his parents, Cummins Bailey and Margie Bailey (Kiser); his daughter Betty Lou Bailey; and his siblings, Mack Bailey and Dorothy Risner.

He is survived by: his wife Etta Neece; his sons, Troy E. Bailey Jr. (Diana) of Nova and Greg G. Bailey (Shelly) of Ashland; his granddaughters, Mandy Mahoney (Shawn) and Katie Cole (Brian); and his great grandchildren, Silas Cole, Kolee Helms and Ava Mahoney.

Due to COVID-19 there will be private family services held at Heyl Funeral Home.
