He was loved and cherished by many people including: his parents, David Dugan of East Palestine and Pauline Dugan (Witman); his wife Rebecca Dugan (Boyce); his stepdaughters, Anne Spann (Dwight) of Lisbon and Roseanne Stewart of Wheeling, WV; his brothers, Terry Dugan (Kathy) of East Palestine and Michael Dugan (Leann) of East Palestine; his aunt Deanna Dugan of Naples, FL; his uncles, Charles Dugan (Sharon) of Paulding, OH and Wayne Dugan; and his niece Amber Dugan.
In lieu of flowers, the family suggests donations may be made in Jeff's memory to First Christian Church Children's Ministry Fund.
