With heavy hearts, we announce the death of Shirley Etta Powell of Dover, Ohio, born in Meadville, Pennsylvania, who passed away on August 26, 2021 at the age of 86. Family and friends are welcome to send flowers or leave their condolences on this memorial page and share them with the family.

She was predeceased by: her parents, Carl Best and Frances Mae Brannon Best. She is survived by: her husband James Powell; her stepson-in-law Roy Smith; and her stepgranddaughters, Barbara Smith of Dover and Debbie Smith of Dover. She is also survived by numerous nieces and nephews.
