It is with great sadness that we announce the death of Regina Vance of Belmont, Ohio, born in Wheeling, West Virginia, who passed away on October 26, 2021, at the age of 63, leaving to mourn family and friends. She was predeceased by: her parents, Edgar Palmer and Betty Palmer. She is survived by: her former husband David Vance, Jr.; her children, Teresa Johnson (Doug) and Anthony "Tony" Litman (Melissa); and her sister Kimberly Brown. She is also survived by seven grandchildren; ten great-grandchildren.
