She was predeceased by: her parents, Kenneth A. Fleming and Carrie Marie Fleming (Gilmore). She is survived by: her husband David H. Waters; her children, Rhonda Rowan of Andover, Patricia Conger (Bill) of Cherry Valley and Dion Rowan (Jennifer) of Cortland; and her siblings, Ardena Sines of Cortland and Donald Fleming of Kinsman. She is also survived by her six grandchildren and one great granddaughter.
