He was predeceased by: his parents, Lavern Willis and Betty Palmiter (White). He is survived by: his wife Sandra Kay Phillips; his children, Judith Miller (Bruce Rutter) of Gray, ME, Melinda Toomey (Patrick) of West Seneca and Robert Palmiter of Winder, GA; his grandchildren, Elaine, Avery, Abigail, Owen and Anderson; and his brothers, Michael Palmiter (April) of Ramona, CA and Dennis Palmiter (Susan) of South Lyons, MI. He is also survived by many nieces and nephews.
