He was predeceased by: his parents, Henry J. Halligan and Elvia Bolia Keeshan; his adoptive parents, John Richard Battige and Barbara Foley Battige; and his brother Dennis Keeshan.
He is survived by: his wife Debra Ann McGowan Battige; his sons, Frank Edward Battige (Ann Kessler) of Plattsburgh and Joseph Ray Battige (Nichole Louis) of Albany; his grandchildren, Christian, Alexis, Liam, Nolan and Evelyn; and his siblings, Henry Battige Halligan (Trish) of Halfmoon, Susan Battige (Mark James) of Hannacroix, Mary Ann Wieland of North Carolina, Patricia Head of Florida and Dawn Rosen (Robert) of Florida. He is also survived by several nieces, nephews, 1 grandniece, 1 grandnephew and several cousins.
