She was predeceased by: her parents, Harold Green and Evelyn Alversa Green; and her sister Dolores Lyons. She is survived by: her husband Norman H. Bay; her children, William Bay (Madeline) of Chenango Forks, Kathleen Daniels of Cortland and Janet Bay of Cortland; and her grandchildren, Deanna Bay of San Diego, CA, Zachary Daniels of Arlington, VA, Samantha Daniels of Cortland, Michael Bay of Cortland, Christopher Bay of Syracuse and Hannah Altmann of Cortland.
Due to the current restrictions in place for the COVID-19, services for Phyllis will be held at the convenience of the family.
Memorial contributions in Mrs. Bay's name may be directed to the charity of one's choice.
