He was predeceased by: his parents, Richard Sr. WhiteOwl and Inez WhiteOwl (Lone Fight); his grandparents, Jack Lone Fight, Susan Fox, Simon WhiteOwl and Edna Medicine Crow; his siblings, Marvin Bell, Murphy Bell, Richard WhiteOwl, Jr., Blaine Perry WhiteOwl, Irene WhiteOwl Hill and Debbie Staples; and his nephews, Calvin George Young Bird and Anthony WhiteOwl, Jr..
He is survived by: his children, Eugene WhiteOwl, Jr., William WhiteOwl and Deborah WhiteOwl; and his siblings, Anthony WhiteOwl (Crystal), Veronica Serdahl (Arnold), Margie WhiteOwl, Kathleen WhiteTail (Richard) and Jacqueline Starr. He is also survived by three grandchildren.
