He was predeceased by: his parents, Seth Linwood Phillips Sr. and Katie Carraway Phillips; and his wife Elva Chase Phillips. He is survived by: his son Seth Linwood "Lin" Phillips III of Snow Hill; his siblings, Sara P. Sparks of Hookerton, Mary P. Slater of Hookerton, Linda P. Haskins of Butner, Judy P. Pleshe of California and J. C. "Toby" Phillips of Hookerton; and his close friend Denise Memmelaar of Snow Hill. He is also survived by several nieces and nephews.
