He was predeceased by: his wife Billie Howard Tuggle Blackard; his children, Paula Long and Thomas Howard Blackard Jr.; and his siblings, George Lesley Blackard, John Nathaniel Blackard and Ann Elizabeth Wilkins.
He is survived by: his grandsons, Joey Blackard (Ashley) and George Blackard (Gigi); his great grandchildren, Landon, Willow, Annily, Mackenzie and Holden; and his brothers, Harold Blackard (Judy) and Butch Blackard (Laura).
