He was predeceased by: his parents, James Glenn and Ruth Brown Phillips. He is survived by: his daughter April Dawn Robertson; his stepdaughters, Alesia Effler and Marie Blankenship; his sister Martha Barley; his wife Clara Linda Hartley Phillips; his stepson Daniel Effler (Crystal); his children, Tommy Phillips (Holly), Joe Phillips, Eric Phillips, Debbie Hicks (Claude) and Teresa Pilkenton (Doug); and his sister Linda Russell. He is also survived by twenty-three grandchildren; and nine great-grandchildren.
