He was predeceased by: his parents, Charles E. Starnes and Reba Lefevers Starnes; and his brothers, Tom and Bill Cartwright. He is survived by: his wife Janice Gantt Starnes; his son Dr. Richard D. Starnes (Barbara); his brother Dan Starnes (Karen); his sister-in-law Irene Cartwright; and his grandchildren, Emily and Nathan. He is also survived by several nieces and nephews.
