He was predeceased by: his parents, Willie Eli Phelps and Beulah Mae Wilson Phelps; his grandson Nicky Edwards; his son-in-law Ken McPherson; and his siblings, Leon, Leroy, Pete, Mae, Hazel and Sharon.

He is survived by: his wife Rosalynd Jackson Phelps; his children, William Timothy Phelps (Leanne), Cynthia Phelps McPherson, Rebecca Phelps Smith (John Mark) and Sharilyn Jane Phelps Phillips (Dennis); his grandchildren, Jeremy Phelps, Jennifer Galloway, Shannon Dagher, James Costa Jr., Anna Cook and Natalie Phillips; his great grandchildren, Makenna Galloway, Carter Galloway, Cody Phelps and Liam Costa; and his sister Joyce Phelps.
