He was predeceased by: his parents, David Cloer and Hester Woodard Cloer; his son Charles Russell Cloer; and his siblings, Carroll (Jerry), Kenneth and Thomas Cloer.
He is survived by: his wife Elsie Cloer; his sons, Harold Cloer (Cheri) of Bryson City and Mike Cloer (Myra) of Cherokee; his daughter-in-law Mary Ingle; his grandchildren, Daniel Cloer (Melody), Joni Estep (Mark), Kristina Cloer and Savannah Cloer; his great grandchildren, Katie Cloer and Cody Estep; and his sisters-in-law, Myrtle Cloer and Francis Cloer. He is also survived by nieces and nephews.
