He was loved and cherished by many people including: his parents, Peggy Ballard (Gardner) and James "Bill" Ballard, Sr.; his grandfather Carl Young; his father-in-law William "Bill" Roth; his wife Carolyn; his son James "Jimi" Ballard, III; his daughter-in-law Stacy; his daughter Amy Ballard-Palank; his son-in-law Michael; his grandchildren, Ryley Ballard, Kaylynn Ballard, James "Jimi" Ballard, IV, Sydney Palank and Emmaline Palank; his mother-in-law Edna Roth; and his sisters, Cathy Ballard and Rosemary Anderson (Tim). He was also cherished by nieces and nephews.
